GitHub Actions here. In early October our bill was on pace for about $270 for the month, and most of it was reruns, not new work. Two causes: branch protection set to "must be up to date", so every merge re-ran full CI on every open PR, and a step meant to skip tests that already passed on the branch, which failed open because its token couldn't read the PR. 182 of 223 runs on main re-tested code that had already passed. The fix was a token permission and one checkbox. Worth checking how much of your minutes go to reruns before tuning runners.
